Building on the legacy of the European Year of Youth 2022, the program continues to support cultural initiatives that engage and empower young people as both audiences and emerging artists.
Project Goals
Projects should align with the following objectives:
- Strengthening the transnational creation and circulation of European artworks and artists.
- Enhancing the capacity of these sectors to promote talent, innovation, growth, and employment.
Applicants must select one of these objectives as the basis for project evaluation under the “relevance” criterion, even if the project is relevant to both.
Project Priorities
Projects should also address at least one (and no more than two) of the following general priorities:
- Audience development.
- Social inclusion, including health and well-being, particularly mental health.
- Sustainability (related to the Green Deal and the New European Bauhaus).
- Digitalization.
- International dimension.
- Annual priority: Support for cultural and creative sectors in Ukraine.
New Focus: Support for Ukraine
In a new development this year, the call for proposals includes a special focus on supporting the cultural and creative sectors in Ukraine. This aims to respond to the devastating effects of the aggression in Ukraine, particularly on Ukrainian cultural heritage, cultural organizations, and artists who are currently unable to operate or reach a national and international audience. Projects addressing this priority should concentrate on aiding Ukrainian cultural organizations and professionals, including artists, to continue showcasing Ukrainian culture and prepare for recovery after the conflict.
Cross-Cutting Themes
All projects must consider inclusion, diversity, gender equality, environmental concerns, and the fight against climate change throughout their design, implementation, and results. Applicants should clearly demonstrate how these cross-cutting themes are incorporated into their project.
Project Categories
There are two project categories:
- Category 1 – Small-scale projects, involving a minimum of 3 participating countries, with a maximum grant of €200,000 and a maximum co-funding percentage of 80%.
- Category 2 – Medium-scale projects, involving a minimum of 5 participating countries, with a maximum grant of €1 million and a maximum co-funding percentage of 70%.
Duration
Projects can have a maximum duration of 48 months.
Eligibility
Eligible organizations, whether public or private, for-profit or non-profit, must meet the following criteria:
- Minimum 2 years of existence for leading organizations (under the same name and legal status).
- Legal personality and establishment in one of the participating countries, including EU Member States and others that have signed a participation agreement.
Budget
The total budget allocated for this call is €59,730,025, with €23,892,010 designated for small-scale projects and €35,838,015 for medium-scale projects.
