This Third-Level Hierarchical competitive process adheres to the regulations established in D.F.L. No. 29/04 (H), which consolidates, coordinates, and systematizes Law 18.834 on Administrative Statutes, and Decree No. 69/04 from the Ministry of Finance, which approves the Competition Regulations of the Administrative Statute.

The indicated salary corresponds to the gross monthly remuneration equivalent to a grade 7° E.U.S. of the executive staff of the National Service of Cultural Heritage for the Maule region.
II. Job Profile
Position: Director of Museo de Arte y Artesanía de Linares
Objective of the Position:
Specialized Museums acquire, collect, document, conserve, safeguard, research, restore, interpret, communicate, exhibit, and conduct educational mediation of contents and objects of heritage. Their collections are predominantly and clearly related to specific themes, focusing their management and specialization around them. Their heritage assets may come from and cover various territorial or cultural origins, adding value through collections, exhibitions, and activities that serve the community in an accessible, inclusive, and sustainable manner, fostering collaborative work with various regions.
Museo de Arte y Artesanía de Linares is a modern and innovative space integrated into regional and national cultural circuits, aiming to leave a lasting impact on its visitors. Therefore, its mission is to be an open space for the Linares community, projecting its cultural action to the widest audience, promoting the development and dissemination of visual arts and local and regional crafts; researching, conserving, and documenting everything related to its collections.
In this context, the objective of the position of Director of the Museo is to comprehensively manage the museum’s human, financial, and technical resources, implementing strategic guidelines for content development, activities, research, and community engagement, leading the team in a participative manner, managing the infrastructure and technical equipment to ensure universal accessibility to heritage, fostering intra- and inter-institutional collaboration, community participation, and sustainability, enriching and providing access to the collections under the museum’s care, always ensuring compliance with the museum’s vision, mission, and institutional policy.
Functions of the Position:
- Design and plan the work guidelines for the museum’s areas to meet defined objectives and goals (institutional development, collections, administration and finance, communications, exhibitions, conservation, library, security, research, education).
- Ensure the development and fulfillment of management and quality indicators associated with the museum.
- Maintain communication and report information to the Regional Directorate and the National Sub-Directorate of Museums regarding the work developed in the museum.
- Represent the interests of the museum and the National Service of Cultural Heritage in meetings and outreach and/or social activities.
- Manage the museum’s infrastructure and technical equipment, guaranteeing universal access to its collections.
- Lead the team in a participatory manner, promoting their harmonious development and ensuring healthy work environments.
- Other duties as required within the scope of work.
III. Requirements and Eligibility
General Requirements:
Applicants must meet the requirements established in articles 46 and 47 of Supreme Decree 69/04 of the Ministry of Finance for the provision of Department Head positions and equivalents, namely:
- Be a permanent or contract employee of any Ministry or Service governed by the Administrative Statute. For contract employees, they must have served in that capacity for at least the three years prior to the competition, uninterruptedly, which will also be required for employees serving as substitutes, according to the 2014 General Comptroller’s Office opinion 56.311.
- Be rated in the List No. 1 of distinction.
- Not be subject to the disqualifications contained in letters b), c), and d) of the second paragraph of Article 27 of the Competition Regulations, namely:
- Not having been rated for two consecutive periods.
- Having been subject to the disciplinary measure of censure more than once in the twelve months preceding the vacancy.
- Having been sanctioned with the disciplinary measure of a fine in the twelve months preceding the vacancy.
Additionally, applicants must not be subject to the disqualifications contained in Article 54 of DFL No. 1/19.653 of 2000 of the Ministry of the General Secretariat of the Presidency, which consolidates, coordinates, and systematizes Law No. 18.575, the Constitutional Organic Law of General Bases of State Administration, namely:
- Having current or entering into contracts or sureties amounting to 200 UTM or more with the Service.
- Having pending litigation with the Service unless it pertains to exercising their own rights, or those of their spouse, children, adopted children, or relatives up to the third degree of consanguinity and second degree of affinity inclusive.
- Being a director, administrator, representative, or holder of 10% or more of the rights of any type of company when it has contracts or sureties amounting to 200 UTM or more or pending litigation with the Service.
- Being the spouse, child, adopted child, or relative up to the third degree of consanguinity or second degree of affinity inclusive of the authorities and executive officials of the Service up to the level of Department Head inclusive.
- Being convicted of a crime or simple offense.
Specific Requirements:
Position: Director of Museo de Arte y Artesanía de Linares
According to Article No. 6 of DFL No. 35, 2018, of the Ministry of Education, which sets the staffing of the Ministry of Cultures, Arts, and Heritage and the National Service of Cultural Heritage, applicants for this competition must have, alternatively:
a) A professional degree or academic degree of bachelor, from a career of at least 10 semesters duration, awarded by a State University or Professional Institute or recognized by it or those degrees validated in Chile according to current legislation, and at least 5 years of professional experience; or
b) A professional degree or academic degree of bachelor, from a career of at least 8 semesters duration, awarded by a State University or Professional Institute or recognized by it or those degrees validated in Chile according to current legislation, and at least 6 years of professional experience.
