Requirements to Apply UNESCO invites written consultancy proposals for the job assignment described below. For the preparation of this proposal, the following elements should be considered:
In addition to completing the online application, you must send: (a) A technical proposal consisting of an approach and methodology for the task, a work plan, schedule, and brief comments on the Terms of Reference, if any. (b) A financial proposal, expressed in USD (total value for the 11-month contract and monthly equivalent), considering fees and all costs associated with implementation, logistics, and operation (the work will be remote).
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Consequently, when evaluating proposals, the focus will primarily be on technical elements. Of the proposals deemed suitable based on the mandate criteria, UNESCO will select the one offering the best value for money.

Responsibilities
- Support the general work of the culture team, focusing on generating partnerships with public services and private organizations related to culture and heritage.
- Coordinate articulation with public services and organizations around the Week of Artistic Education, organizing meetings, activities, document reviews, and more.
- Support planning and execution of projects in heritage and culture emergencies, in collaboration with the Ministry of Culture and other international organizations, in line with UNESCO approaches, specifically the preparation and submission of an HEF (Heritage Emergency Fund) document for the UNESCO Santiago office.
- Manage the preparation of concept notes, budgets, work plans, letters, reports, and newsletters for the culture sector.
- Propose projects and action plans related to cultural diversity, cultural worker agenda, artist mobility, copyright, all contained in the 2005 UNESCO Convention.
- Coordinate the accompaniment and monitoring of the implementation of the Aschberg fund for the Cultural Worker Agenda with the Ministry of Cultures.
- Oversee important aspects of cultural and heritage project management, such as drafting terms of reference, selection processes, product quality review and control, report preparation, and financial monitoring.
- Assist in organizing, supporting, and coordinating meetings and events, drafting reports from conferences, seminars, and workshops as necessary.
- Coordinate from the culture sector, the implementation and reporting of technical meetings, training workshops, and awareness events.
- Participate in weekly coordination meetings with the UNESCO Santiago programs team, both nationally and regionally.
- Maintain regular communication with UN allies, civil society, and technical counterparts in Chile’s Culture Sector.
- Perform other tasks as needed.

Required Qualifications
- Master’s degree (or equivalent) in Education, Cultural Heritage, or other relevant fields.
- Proven knowledge in culture-related topics such as world heritage, cultural policies, cultural expressions diversity, and/or arts education.
- Knowledge of UNESCO’s mandate, structure, and functioning in cultural matters.
- Understanding of trends, challenges, and opportunities in the culture sector in Chile.
- Demonstrated project management skills.
- Relevant work experience with UN System agencies.
- Demonstrated capability in cross-sectoral work in multicultural environments.
- Excellent teamwork skills.
- Flexible and solution-focused individual.
Desired Qualifications
- Professional experience with UNESCO culture programs.
- Experience in developing and/or participating in regional and national initiatives related to this consultancy.
- Emphasis on intersections between education, culture, arts, and cultural heritage.
