Overview
Culture Resource (Al-Mawred Al-Thaqafy) seeks an expert to evaluate the Stand for Art program. The evaluation will assess the program’s objectives, understand challenges, and provide recommendations for future developments.
Background
Culture Resource, founded in 2003, is a regional non-profit organization supporting artistic creativity in the Arab region. It promotes cultural exchange, supports artists and institutions through grants, capacity building, publications, and networking, and aims to improve the cultural work environment through policy research and action.
Stand for Art supports artists and cultural actors in the Arab region who face risks due to their artistic work or unsafe environments. The program, launched in 2016, addresses the risks identified in a study of the region’s artists and cultural actors.
Scope of Work
The evaluator will design, conduct, and report on the Stand for Art program evaluation in collaboration with the program team. The evaluation will:
- Assess the program’s relevance, effectiveness, efficiency, and impact.
- Analyze the socio-political environment of the program’s implementation.
- Identify future challenges and opportunities to enhance the program’s objectives and ensure sustainability.
- Discuss findings with the program team and incorporate results into the final report.
The evaluation requires up to 20 non-consecutive working days with no travel.
Outputs
- Inception Report:
- Evaluation methodology, including sample selection for consultation and interviews.
- Data collection plan (quantitative and qualitative) from existing reports and internal documents.
- Detailed timeline.
- Draft Evaluation Report:
- Contextual analysis of the socio-political environment.
- Desk research on internal documents, processes, data, and reports.
- Qualitative analysis of in-depth interviews with selected artists, program team, steering committee members, protection network members, and partners.
- Final Evaluation Report:
- Incorporates comments and reflections on the draft report.
- Contains quantitative and qualitative assessment, possibly including infographics.
- Provides recommendations for the program’s continuity and development.
All outputs should be in English, with an executive summary in Arabic.
Qualifications
Skills
- Analytical skills for using and analyzing multiple methods and tools.
- Communication skills in spoken and written Arabic and English.
- Ability to lead interviews and discussion sessions.
- Time management and organizational skills.
Work Experience
- Previous experience in program evaluation or related analytical tasks.
- Strong understanding of evaluation principles and methodologies.
- Experience with data collection, analysis, and interpretation.
- Deep understanding of the arts and culture sector in the Arab region.
