Overview of the Role:
The Culture Sector at UNESCO plays a vital role in supporting disability inclusion by addressing barriers to cultural access, promoting equal opportunities, and empowering people with disabilities. The Consultant will carry out a desk study on disability inclusion in the culture sector, aiming to improve the participation of persons with disabilities in cultural life, employment in the cultural and creative industries, and access to cultural institutions and heritage sites.
The consultant will analyze the current barriers, identify best practices, and propose policy recommendations to enhance inclusion across the culture sector globally. The findings will contribute to the development of inclusive cultural policies and strategies that align with the UN 2030 Agenda for Sustainable Development and UNESCO’s commitment to cultural rights.
Key Responsibilities:
- Research and Analysis
- Review and analyze key international instruments that protect cultural rights for persons with disabilities.
- Investigate cultural participation, employment, and accessibility of cultural sites and events for persons with disabilities.
- Examine the role of digital tools in enhancing accessibility and participation in cultural life.
- Identify barriers and provide recommendations for improving cultural access, inclusivity, participation, and employment in the culture sector.
- Case Studies and Data Collection
- Compile case studies from various regions to highlight challenges and good practices in promoting cultural access and inclusion.
- Collect both qualitative and quantitative data on participation rates, employment, and accessibility standards.
- Recommendations for Policy and Practical Measures
- Develop actionable recommendations for UNESCO Member States to promote the inclusion of persons with disabilities in the culture sector.
Required Qualifications:
- Education: Master’s degree (or equivalent) in cultural studies, cultural rights, or disability studies.
- Work Experience: At least 6 years of professional experience in the field of culture and disability, including 3 years at the international level.
- Skills: Strong research, synthesis, and analytical skills, with experience interacting with diverse stakeholders. Proficiency in digital tools and IT systems is required.
- Languages: Excellent knowledge of English or French (both written and spoken); good knowledge of the other language is an asset.
