Final External Evaluation Overview
The All-Around Culture Programme, aimed at fostering cultural ecosystems for youth social and economic inclusion, invites evaluations. Covering seven countries in the Arab region, this programme is co-funded by the European Union and involves multiple partners.

About zusa
zusa, established in 2021 in Berlin, collaborates with cultural and civil society actors. It promotes collaboration for systemic change and emphasizes process, playfulness, and experimentation.
About All-Around Culture (AAC)
AAC aims to build a supportive environment for young people’s social and economic inclusion. The programme consists of five Work Packages (WPs), focusing on cultural alliances, youth-led initiatives, cross-border collaborations, ecosystems academy, and policy and dialogue.
Objectives of the External Evaluation
The final evaluation will assess the programme’s relevance, effectiveness, efficiency, impact, and sustainability over four years. It will review all programme activities and their outcomes.
Methodology
- Approach: Evaluators will propose a methodological approach, including desk research, interviews, and an evaluation report.
- Desk Research: Reviewing programme materials, reports, and monitoring tools.
- Interviews: Conducting interviews with programme leaders, partners, and beneficiaries.
Deliverables
- Inception Report: Including the evaluation approach (Due 21 December 2023)
- Draft Report: Evaluating programme criteria (Due 22 January 2024)
- Final Report and Presentation: Including recommendations (Due 20 February 2024)

Selection Criteria
- Qualifications: Master’s degree or relevant professional experience.
- Experience: Minimum 5 years in external evaluation, preferably in youth and culture in the Southern Neighbourhood.
- Languages: Fluency in English; Arabic is an asset.
- Independence: No affiliation with the AAC programme, its partners, or donors.
Budget
- Allocation: Maximum of 20,000€, including taxes.
