Introduction The ZMINA: Rebuilding project is announcing its inaugural call for international project proposals. This initiative seeks partnerships that include at least one Ukrainian organization and one from another Creative Europe program participant. Projects can secure a maximum grant of €60,000.
Objectives The call aims to bolster cultural organizations collaborating across Creative Europe countries, emphasizing Ukraine, to present high-impact cooperative projects. These projects should amplify the representation of Ukrainian culture globally, fostering international perspectives in the realms of community reimagining, reinvention, and reconstruction.
Project Focus The ZMINA: Rebuilding program supports projects that illustrate the transition from wartime to post-war reconstruction. It envisions a future, showcases wartime resilience, and fosters dialogues, expertise, and knowledge about post-war rebuilding and recovery. All cultural and creative sectors, including visual arts, performing arts, filmmaking, literature, and urban cultural planning, are eligible.
International Cooperation Goals International cooperation initiatives should take place outside Ukraine, potentially extending existing Ukrainian projects. These projects must actively engage with well-defined communities and host discussions in cultural venues on the topic of ‘reconstruction.’ Additionally, they should include a high-visibility opening event and focus on significant showcasing beyond Ukraine, ideally contributing to Ukrainian ‘cultural diplomacy.’
Funding Details
- Maximum grant for a national project: €60,000
- Available funding for the first wave of international projects: €600,000
Eligibility Applicants and organizations must not be subject to sanctions imposed in Ukraine or beyond and must comply with anti-money laundering public policy requirements regarding the identification of ultimate beneficial owners.

- Evaluation: November – December 2023
- Announcement of evaluation results: December 2023
